Trade unions have rejected Prime Minister Manmohan Singh's appeal to call off the all-India strike on Tuesday.
Dr. Singh reportedly got in touch with the Congress-backed Indian National Trade Union Congress president G. Sanjeeva Reddy and urged him to convey his appeal to the apex body of the unions coordinating the strike.


It is the first time since independence that trade unions of all hues have got together to register their protest on a wide range of issues stemming out of the liberalisation policy.
“The appeal of the Prime Minister 48 hours before the proposed strike has no meaning. We are going ahead with the strike. If the government is seriously interested in resolving the concerns of the workers, it should call leaders of all trade unions for talks after the strike,” general secretary of the All India Trade Union Congress Gurudas Dasgupta told The Hindu .
In a statement, Labour Minister Mallikarjun Kharge said: “Most of the issues relating to labour raised by the central trade unions have already been addressed to a substantial extent. However, I do assure all them that I am always open to discussions on any of the issues relating to labour at any time and resolve the same amicably through consultations.”
Workers of all 11 recognised unions (to be recognised, a union has to have 4 lakh members on its rolls) and 5,000 un-affiliated unions would strike work on Tuesday. It will impact the banking, postal, ports and government sectors.
The demands of the unions include strict enforcement of all basic labour laws without any exception or exemption, stringent punitive measures for violation of labour laws, universal social security cover for the unorganised sector workers without any restriction, and the creation of a National Social Security Fund.
The charter also seeks stoppage of disinvestment in Central and State profit-making Public Sector Undertakings.
The trade unions want the government to step in against giving on contract work of permanent/perennial nature and to ensure payment of wages and benefits to contract workers on a par with those to regular workers of the industry/establishment.
Their other demands include amendment of the Minimum Wages Act to ensure universal coverage irrespective of the schedules, fixation of statutory minimum wage at not less than Rs. 10,000, removal of all ceilings on payment and eligibility of Bonus and Provident Fund, and increase in the quantum of gratuity and assured pension for all.
Mr. Dasgupta said that despite several representations in the past few months, the government had been unmoved on the major concerns of the working people.
The annual Indian Labour Conference on February 14 and 15 in the presence of Dr. Singh articulated most of the demands and conveyed to him why the workers were compelled to take recourse to strike.
However, there was no response either from him or the Labour Minister.

GENERAL STRIKE ON 28TH FEB 2012
Everyone is aware that the Postal Federations have jointly given a call to all Postal employees to participate in the strike on 28th February 2012 (Tuesday) based on the call given by Central Trade Unions.
Now some of the colleagues raised a query as to why FNPO is participating in the forthcoming one day strike. This is not the first time that the FNPO called one day strike. Earlier in the year 2004, when Supreme Court gave judgment against the strike, we jointly gave a call for one day strike.
After a long gap of eight years, we have joined for one day strike seeing serious anti-labour policies of the Government.
Decision of Central Trade Unions
Central Trade Unions conducted a meeting at Delhi on 7th September 2011 and decided to go on strike for one day in protest against the anti-labour policies of the Government.
They also conducted state-level conventions. Dr. Sanjeeva Reddy, President, INTUC attended meeting at Hyderabad on 5th February 2012 and assured that all INTUC affiliated unions would participate in the strike on 28-2-2012 in joint convention where AITUC, CITU, BMS and others participated.
On January 2012, joint convention was organized by Central Trade Unions. Our INTUC Vice-President Sri Chandrasekar shared the dais with AITUC, CITU and BMS and called upon all INTUC workers to participate in the strike.
Sector-wise Strike preparation
The Telecom workers of FNTO, BSNLEU, NFTE and BTEF have decided to participated in the strike on 28-2-2011. They issued strike notice organizing the conventions state-wise to make the strike successful.
In Defence, INTUC, AIDEF and BMS have jointly give a strike notice against the policies of the Government.
In LIC, INTUC Union decided to participate in the strike on 28-2-2012.
Our JCM leader Sri M. Raghaviah, called upon all the NFIR members to hold Dharna and conventions explaining the anti labour policies of the Central Government in favour of strike on 28th February 2012.
Taking all the above the FNPO has decided to participate in the strike on 28th February 2012 with all other Central Government employees unions.
The demands putforth by the Central Trade Unions to the Government are very important and the success of the strike alone will decide the Central Government employees future.
WORLD WIDE POSTL STRIKE.
FNPO colleagues and viewers of FNPO web site are very well aware what is going on in the Postal Department world-wide. In the last two months, Postal strikes were organized in USA., UK, France, Kenya, Belgium. Further FNPO colleagues are aware that Asia pacific Region Postal Sectors are either corporatized or privatized except India, Bangaladesh and Nepal.
In India, the top bureaucrats are of the firm opinion that there is no need to give subsidies to the Postal Department. If Government takes such decision, our position would be very awkward and dangers to every Postal employees.
Present setback in Postal Service in African Region, American Region, European Region and Asia Region may come to India post at any time. If we want to resist, we have to unite and fight. At this juncture we have no other alternative except to participate in the strike to draw the attention of the Government.
I hope and trust that all our Circle Secretaries, Divisional Secretaries and CHQ office-bearersand our members of all our affiliated unions of FNPO will make this one day strike a resounding success in India post. Anticipating your fullest co-operation.

SB Order: Taking KYC Document for SB Account opened without KYC

Subject:- Taking of Know Your Customer(KYC) documents at the time of credit of maturity value and cash withdrawal from savings account opened without KYC documents.

Sir / Madam,

The undersigned is directed to say that after removal of ceiling of maximum deposit in Post Office Savings Account, it has been observed that the possibility of fraud is more due to the fact that so far, KYC norms are not applied to Savings Accounts opened prior to introduction of AML/CFT norms in Small Savings Schemes. In order to curtail this possibility, following guidelines are being issued:-

1. In case, any depositor/holder/subscriber desires to credit maturity value of his Savings Instrument into a Post Office Savings Account opened prior to introduction of AML/CFT Norms i.e,without taking prescribed KYC documents, full KYC documents are to be obtained as per Risk Categorization (based on the amount being credited) before allowing credit of maturity value into savings account. Similarly, if a new Savings Account is opened to facilitate credit of maturity value,KYC documents are to be taken as per Risk Categorization based on the maturity Value being credited.

2. In case, an amount of Rs.50,000/- or above is withdrawan by cash from any savings account,full KYC Documents are to be taken as per Risk Categorization (based on the balance in Savings Account at the time of withdrawal) if the account was opened without taking any KYC documents. In case the account was opened with KYC documents prescribed for lower category of accounts and the balance in the account at the time of withdrawal is more than the amount prescribed for that category,additional KYC documents should be obtained as per the revised category of account.

3. It is requested that necessary instruction may be issued to all field units as well as inspecting/ visiting officers to implement the fresh guidelines.

CHARTER OF DEMANDS.

              1. Concrete measures to contain price rise
            2. Concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs,
           3. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
           4. Universal social security cover for the unorganized sector workers without any restriction
            5. Creation  of a National Social Security Fund with adequate resources in line with the recommendation, of NCEUS and Parliamentary Standing Committees on Labour, Stoppage of disinvestment in Central and State PSUs, the  Central Trade Unions also demand immediate  action  by the Govt. of India to en sure:-
            6. No Contractorisatlon of work of permanent/perennial nature and payment of wages and benefits to the contract workers at  the same rate as available to the regular workers of the Industry/establishment
            7. Amendment   of  Minimum   Wages   Act   to   ensure   universal  coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-,
            8.  Remove the ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
            9. Scrap PFRDA Bill/New Pension Scheme; Ensure pension for all.
            10.Compulsory registration of trade unions within a period of 45 days and immediate ratification of ILO conventions 87 and 98.
PART-B
1. Stop downsizing, outsourcing, contractorisation, coporatorisation and privatization of Governmental functions.
2. Fill up all vacant posts and create posts on functional requirements.
3. Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter.
4. Regularize the GDS, daily rated workers, contingent and casual workers by bringing about a definite scheme of regularization.
5. Remove restriction imposed on compassionate appointment (end the discrimination on compassionate appointment between the Railway workers and other CGEs).
6. Stop the move to introduce the productivity linked wage system; Performance related pay; introduce PLB in all Departments; remove the ceiling of emoluments for bonus computation.
7. Settle all items of anomalies (including the MACP related anomalies) raised in the National and Departmental Anomaly Committee within a fixed time frame of two months; Set up the anomaly committees in those Departments where it has not been set up till date with the Standing Committee Members of the National Council; Convene the meeting of the Departmental Council in all Ministries / Departments once in three months as envisaged in the JCM Scheme.
8. Make the right to strike a legal right and stop curtailment of TU Rights.
9. Implement all Arbitration Awards.
10. Raise the interest rate for GPF; Revise the OTA and Night Duty Allowance and Stitching and Clothing Rates of Uniforms.
11. Merge DA with Pay for all purposes including Pension as and when the DA rates cross the 50% mark.
12. Vacate all Trade Union Victimizations.
