Meeting Minutes held on 29.01.2013
Monthly Meeting with SSPOs Jalandhar Division held on 29.01.2013 in the chamber of SSPOs Jalandhar Division. Following members were present from admin side:

Following items were discussed during the meeting
Provision of basic amenities at Preet Nagar SO, Sant Nagar SO, Bhagat Bazaar SO and Shakti Nagar SO.
SSPOs Jalandhar Division has replied that alternative buildings of these offices are finding out where basic amenities are available so that these offices can be shifted there. SSPOs Jalandhar Divisrion also requested our Union to ask the SPMs of these office to try to find out suitable building nearby their office.
Recheck of review of Bikrampura and Bhagrav Camp SO on the basis of which the post of P.A is decreased.
SSPOs Jalandhar Division replied that Est-II has been called from SPMs of these offices. On receiving the same it will be sent to Regional Office Chandigarh for review.
Filling up of vacant post of Mail Motor Drivers.
SSPOs Jalandhar Division has replied that the filling up of vacant post of drivers is under process and will be filled shortly.
Non payment of Fixed Medical Allowance to Pensioners.
SSPOs Jalandhar Division has replied that the letter regarding ruling for grant of Fixed Medical Allowance on the basis of 8Km from the radius of P&T Dispensary Jalandhar has been asked from the Circle Office. On receipt of the ruling it will be granted accordingly.
Non working of UPS in many computerized post offices.
SSPOs Jalandhar Division has replied that the matter has been brought in the notice of Circle Office and UPS are not working due to faulty batteries. Circle Office has floated the tender to purchase new batteries.

REVISED NORMS FOR THE OPERATIONAL ACTIVITIES AT SPEED POST SORTING HUBS, INTRA-CIRCLE HUBS AND COMPUTERISED REGISTRATION CENTRES.

Reference is invited to the Directorate Memo No. 30-64/2009-D dated 08.10.2009, vide which ad-hoc norms for processing of Speed articles at Speed Post Centres were circulated. Attention is also drawn to the Directorate Memo No. 28-5/2006-D dated 13.09.2006, vide which norms for processing of registered articles at Computerized Registration Centres (CRs) were circulated.
2. The matter relating to revision of norms for various activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs was under examination at this Directorate . Based on the Wok Study undertaken by the Directorate with respect to Speed Post operations at Speed Post Centres (restructured as ‘Sorting Hubs’ as part of Mail Network Optimization Project) and extension of operational processes followed at Speed Post Hubs and Intra-Circle Hubs to the CRCs, norms for various activities have been revised. The revised norms are given at the Annexure and would be applicable to Speed Post Sorting Hubs and Intra-Circle Hubs as well as CRCs.
3. The revised norms for activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs would be applicable with immediate effect.

NOTICE
Madam,
In accordance with the provisions of Sub Section (1) of Section 22 of the Industrial Disputes Act, 1947, we hereby notify that all the Postal/RMS/MMS/Administrative & Postal Accounts Employees and the Gramin Dak Sewaks will go on two days strike on 20th and 21st February 2013. The demands for acceptance of which the employees embark upon two Days Strike are detailed in the Charter of Demands enclosed.
CHARTER OF DEMANDS
PART – I
1. Take Concrete measures to contain price rise.
2. Take Concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs,
3. Ensure Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws,
4. Universal social security cover for the unorganized sector workers without any restriction and creation of a National Social Security Fund with adequate resources in line with the recommendation of NCEUS and Parliamentary Standing Committee on Labour.
5. Stoppage of disinvestment in central and state PSUs.
6. No Contractorisation of work of permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry/ establishment
7. Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-.
8. Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
9. Assured statutory Pension for all
10. Ensure Compulsory registration of trade unions within a period of 45 days and immediate ratification of the ILO Conventions nos 87 and 98
PART – II
1. Appoint Seventh Central Pay Commission for revision of wages of Central Government Employees including Gramin Dak Sewaks. Grant merger of 50% of DA with pay for all purposes, including GDS.
2. Stop abolition of posts and restore all abolished posts with immediate effect.
3. Grant Civil Servant status to Gramin Dak Sewaks and extend all benefits of regular employees to GDS also. Enhance GDS Bonus ceiling from 2500/- to 3500/- . End discrimination in wages and other service conditions.
4. Revise the wages of Casual, Part-time & contingent employees with effect from 1.1.2006 at par with the minimum pay scale implemented as per 6th CPC recommendations. Regularisation of the services of casual labourers.
5. Drop the proposal for privatization of Postal Sector and retrograde clauses of the National Postal Policy 2012.
6. Revision of OTA rates as per the Arbitration award.
7. Complete the cadre restructuring and honour the assurance given to staff side.
8. Remove arbitrary restrictions imposed on compassionate appointments.

20TH ALL INDIA CONFERENCE OF NAPE C AT GUNTUR
The 20th All India Conference started on 10.01.2013 at Acharya Nagarjuna University Auditorium. The Grand open session commenced at 1700 hours and presided by Sri Rajat.S. Sharada Sampat, Postmaster General, Vijayawada. Sri G.Sanjeeva Reddy, Ex-MP, President of All India INTUC & ITUC APRO (Singapore) addressed the mammoth gathering. The Prominent Speakers of Sri RayapatiSamba Siva Ra, Honorable Member of Parliament, Guntur, Sri Dokka Manikya Varaprasad, Honorable Minister of Rural Development & MGNREGS, Govt. of A.P., Sri Sk. Memorandum submitted by NAPE C Jalandhar Division to General Secretary regarding problems faced by Postal Employees of Jalandhar Division.
The subject committee commenced on 11.01.2013. 400 delegates and 800 visitors participated in the subjects committee.The Secretary-General FNPO and General Secretaries addressed the subjects Committee.
A memorable cultural programme Kuchi Pudi Dance “ Mahishasura Mardini” was performed by Ch. Ajaya Kumar, Lecturer, Ghantasala music & Dance college, Vijawada at 1830 hours. The stunning performance got the standing ovation from the Audience. Sri Ajaya Kumar was honoured by Sri D.Theagarajan, S/G, Sri D.Kishan Rao, G/S, and Sri Vasi Reddi Sivaji, G/S Reception committee.
The subjects committee continued on 12-01-13.31 delegates participated in the discusson.The delegates discussed the issues confronting the Postal Group C and new Developments in the Department and consequent repercussions on the employees. The policy document was prepared and Resolutions adopted

Efforts of Union results in Achievement
Item took by Our Union during the last monthly meeting with SSPOs Jalandhar Division regarding Non payment of Cash Handling Allowance to the SPMs of Single Handed/Double Handed Offices for the year 2010 and 2011 results in issue of memo for the payment of cash handling allowance for the period 01-01-2010 to 31-12-2010 and 01-01-2011 to 31-12-2011.

Efforts of Union results in Achievment
TENURE POSTING OF OFFICIALS IN SINGLE HANDED & DOUBLE HANDED POST OFFICES - PREVENTIVE VIGILANCE MEASURE - NO. 8-4/2005-INV DATED 05.12.2012 : CLICK HERE TO VIEW ORDER
Subject;: Tenure posting of officials in single handed & double handed post offices preventive Vigilance measure.
Instructions were issued vice this office letter dated 22-09-2005 to the effect that officials who had been posted as SPM/PA in a single handed or double handed post office irrespective of period of posting/completion of tenure should not be posted back to the same office after a break. It was suggested that officials in single handed or double handed post offices can have only one posting in the same single/double handed PO during their service period. However, only in respect of double handed post offices the CPMG/PMG were given the discretion to personally relax this provision in specific casesn if warranted by exceptional administrative exigencies. This was done as a preventive vigilance measure and to have better administrative management and control of single/double handed offices.
2. Subsequently, power to relax the aforesaid stipulations vested with the Chief PMG/Regional PMG in respect of double handed SOs, was extended in respect of single handed post offices also vide Directorate letter of even no. dated 12-01-2012.
3. It has now been decided that the aforesaid powers vested with the Chief PMG/Regional PMG in respect of single handed and double handed post offices to consider an official, who had earlier served in the single/double handed office in the Division, will henceforth be exercised by the Divisional Heads subject to the following conditions:
(i) The Divisional head will satisfy himself/herself about the antecedents and character of the officials for whom the proviso are being relaxed: and a note to this effect will be given in the file.
(ii) No official will be posted back to the same single handed / double handed post offices on transfer / deputation or otherwise before a break of full tenure period.
(iii) Information about cases of relaxation so exercised by the Divisional Head will be communicated in the Regional PMG/ Chief PMG as the case may be, in a half yearly statement.
4. This issues with the approval of Secretary (Posts).
