Meeting Minutes Held on 25.02.2013

Monthly Meeting with SSPOs Jalandhar Division held on 29.01.2013 in the chamber of SSPOs Jalandhar Division. Following members were present from admin side:

Following items were discussed during the meeting

Provision of water dispensars in post offices
SSPOs Jalandhar Division has replied that water dispensars were supplied in 15 post offices in the year 2011. Union may furnish the list of suc post offices where water dispensars are required so that the same can be supplied to those offices.
SPMs of such post offices where water dispensars are not available and are required are requested to intimate  us and also write to D.O for the requirement.

Pending MACP Cases
SSPOs Jalandhar Division has replied that all the usual formalities have been completed and the date of DPC meeting will be finalized soon to recommend the MACP promotions.

Recognition of Patel Hospital Jalandhar as super speciality Hospital for the treatment of employees of Jalandhar Division.
SSPOs Jalandhar Division has replied that the matter will be take up with the Regional Office Chandigarh for the recognition.

 Installation of CCTV cameras in post offices for security purpose.
SSPOs Jalandhar Division has replied that the proposal will be forward to Regional Office for approval.

Local Road Mileage Allowance to System Managers/M.Es / PRIs
SSPOs Jalandhar Division has replied that the it is under process and will be sort out shortly.

TWO DAYS STRIKE EXHIBITED THE TOTAL UNITY AND PROTEST OF
 POSTAL & RMS EMPLOYEES

Entire Postal and RMS services came to a standstill

We (NFPE & FNPO) once again extend our warm greetings and congratulations to all Postal and RMS employees who made the two days nationwide strike a thundering success. About 1,50,000 Postal and RMS offices including Branch Post offices remained closed for two days. About more than five lakhs employees including GDS struck work.Though the strike will be over tonight, the struggle against the anti-worker policies will continue. Let us keep this unity and fighting spirit intact.

STRIKE TOTAL IN POSTAL AND RMS OFFICES

JCA (NFPE & FNPO) congratulates all the Postal and RMS employees including Gramin Dak Sevaks who participated in the two days strike commenced on 20th Feb and made it an All TIME HISTORIC SUCCESS. This the first time ever such a large strike going in in Jalandhar Division. All post offices of Nawanshahr and Banga are are totaly closed. Please keep up this tempo till 21st evening and ensure centpercentsuccess

STRIKE WILL CONTINUE.....GO AHEAD

THE PROPOSED STRIKE FROM 20TH FEBRUARY WILL CONTINUE.THE TALKS WITH CENTRAL TRADE UNIONS BY GROUP OF MINISTERS ON 18TH EVENING FAILED. GOVERNMENT DID NOT COME FORWARD TO CONCEDE THE DEMANDS. MAKE THE STRIKE CENT PERCENT SUCCESS FOR SURVIVAL.
10 Crores workers will participate in the strike.

13 lakhs Central Government employees including 5.5 lakhs Postal employees joining historic two days strike. Entire Postal and RMS offices including Branch Post offices will be completely closed for two days. Ensure cent per cent success.

STRIKE DISCUSSION FAILED
Cabinet Minister for Labour &Minster of States for Labour held discussion with Central leaders on 13-02-2013. On the charter of demands. Discussion failed as Central Government is not ready to concede the demands. All the Trade Union Leaders unanimously decided to go ahead with the two days strike.
Charter of DEMANDS
PART – I

1. Take Concrete measures to contain price rise.
2. Take Concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs,
3. Ensure Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws,
4. Universal social security cover for the unorganized sector workers without any restriction and creation of a National Social Security Fund with adequate resources in line with the recommendation of NCEUS and Parliamentary Standing Committee on Labour.
5. Stoppage of disinvestment in central and state PSUs.
6. No Contractorisation of work of permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry/ establishment
7. Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs 10,000/-.
8.   Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
9.   Assured statutory Pension for all
10. Ensure Compulsory registration of trade unions within a period of 45 days and immediate ratification of the ILO Conventions nos 87 and 98

PART – II

1.  Appoint Seventh Central Pay Commission for revision of wages of Central Government Employees including Gramin Dak Sewaks. Grant merger of 50% of DA with pay for all purposes, including GDS.

2. Stop abolition of posts and restore all abolished posts with immediate effect.

3. Grant Civil Servant status to Gramin Dak Sewaks and extend all benefits of regular employees to GDS also. Enhance GDS Bonus ceiling from 2500/- to 3500/- . End discrimination in wages and other service conditions.

 4. Revise the wages of Casual, Part-time & contingent employees with effect from 1.1.2006 at par with the minimum pay scale implemented as per 6th CPC recommendations. Regularisation of the services of casual labourers.

 5. Drop the proposal for privatization of Postal Sector and retrograde clauses of the National Postal Policy 2012.

6. Revision of OTA rates as per the Arbitration award.

7. Complete the cadre restructuring and honour the assurance given to staff side.

8. Remove arbitrary restrictions imposed on compassionate appointments.
