CPMG Punjab Circle issues orders of promotion of officials to LSG (NB) in the pay band of Rs.5200-20200 with grade pay of Rs.2800/-. Sh.M.S.Walia, Offg SPM Grain Market and President NAPE C Jalandhar Division also promoted to LSG and posting orders issued as APM (Try)- II Jalandhar City HO.

Note:- The Proposal for posting orders of Sh. Baldev Singh Bhatti PA Amritsar Dn. & Sh. Sohan Lal PA Faridkot Dn. , may be sent by the concerned division to this office after expiry of punishment of the official.

The promotion to LSG(NB) cadreof above noted officials is subject to the following conditions.

2.            In case any vigilance/Disc. Case of the type referred to in OM No.22011/2/86-Estt.(A) dated 12.01.88 from DOP & IT circulated vide DG Posts New Delhi Memo No. 25-19/88-SPG dated 04.05.88 subsequently revised vide DOP & IT Memo No 22022/4/91-Estt (A) dated 14.09.92 circulated vide DG Posts New Delhi Memo No. 25-19/88-SPG dated 13.10.92 is pending against any of the official, he should not be relieved for posting without obtaining specific orders from this office. The official against whom any punishment is current he should not be posted before expiry of punishment and case be reported to this office immediately.

3             Where in respect of any of these officials, some punishment like stoppage of increment etc is current he should not be posted/relieved and his case should be reported to this office immediately.

4 (i)         The SSPOs concerned should communicate these orders to the officials concerned immediately and obtain from them their acceptance/refusal of the offer for LSG(NB) cadre within a week of the receipt of this memorandum and forward the same expeditiously to this office.

(ii)           Acceptance of the official includes the acceptance of the place of posting and representation for change of posting can be entertained for consideration only on joining of new post. The official should be relieved at the earliest by the head of the office for the new posting after the offer has been accepted. The representation for change of the place of posting etc. before accepting the offer will be treated as deemed refusal and liable to usual embargo.

(iii)          If any official refusing posting is already officiating in LSG-(NB) in local arrangement, then he/she should be reverted from the date on which he/she refuses the offer of posting in LSG(NB).  If  the declaration, declining the offer of posting in LSG(NB) is not received within a week then it should be presumed that he/she has accepted the offer and he/she should be relieved forth with subject to course of para above.

(iv)          No fresh offer of appointment on posting in LSG-(NB) cadre shall be made to the officials who refuse posting in LSG(NB) for a period of one year/till a next vacancy arises which ever is later vide DG P&T No. 22011/5/86-Estt. dated 10.04.89.

5.            No leave of any kind should be granted to any official who is to be relieved under these orders. The officials who have been transferred/posted, if proceeded on leave on MC after issue of these orders shall be deemed to have been relieved and shall not be allowed to rejoin their present posts without specific permission from this office.

6.            The official posted on regular basis to the above cadre will be on probation for a period of two years and his suitability will be adjudged to hold this post on completion of the period of his probation.

7.            The officials who are due to retire within 100 days from service, their TA claims will be governed as per G.O.I. orders below SR-114.

8.                  If there is any factual discrepancy it may be brought to the notice of this office at  once.

9.         No further pay fixation is allowed to the officials who have already been allowed financial upgradation underT.B.O.P./Biennial Cadre Review Scheme/PM Grade-I, II, III Scheme.

10.       The officials who have not been allowed financial upgradation under TBOP/Biennial Cadre Review/PM Grade-I, II, and III Scheme should exercise their option regarding fixation of pay under the provision of FR-22-1 (a)-(i) within one month from their promotion.
