31ST Circle Conference of All India Saving Bank Control  Postal Employees Union Punjab Circle was held on 06-07 June 2015 at Jalandhar Cantt Head Post Office. Large no. of delegates from all over the Punjab attended the conference. The main agenda of the conference was shortage of staff , abolition of posts, non grant of promotions on due time to SBCO employees, Restoration of posts, Problems being faced by the employees due to implementation of Core Banking System in the department.  Sh.Deepka Sharda, Circle Secretary presented the report of union activities during the last two years and informed the members about the matters taken up with the Administration regarding problems being faced by the SBCO employees. Sh. Bhag Chanda Verma Retired Circle Secretary  address the delegates. 

On this occasion Circle President of National Association of Postal Employees Group C Punjab Circle, Sh.Saurabh Mittal, Sh.Dharam Pal Singh, Divisional Secretary Jalandhar Division and Sh.Chandan Kalra, Vice President Punjab Circle were among the main invitees during the Conference. Sh. Saurabh Mittal while addressing the delegates told that department is heading towards the implementation of new technologies but the shortage of staff and infrastructure the task is very difficult and appeal to all members to be unite and strenghthen the union. Sh. Dharam Pal Singh, welcomes all the delegates at Jalandhar and address the members regarding day to day problems being faced by the employees of SBCO. On this occasion it was also decided that SBCO union Punjab Circle will organize CWC meeting of All India in Punjab during next year. The venue and dates will be decided later. 

The election of new office bearers for the next term held unanimously. Sh. Harbhaj Rai from Ropar has been elected as Circle President, Sh. Deepak Sharda from Phagwara has been elected as Circle Secretary and Sh.Surjit Singh from Jalandhar has been elected as Circle Treasurer. Smt. Sushma Sharma, Santosh Kumari, Kamaljeet Kaur, Malkiat Chand, Sukhdev, Gurmej Singh,  were also present during the conference.

Speed Post Tariff increases w.e.f. 01.06.2015

Budget 2015 has increased the service tax from 12.36% to 14%. So the SPEED POST  tariff  increases from 01.06.2015  for (LOCAL up to 50 grams) Rs. 17/- to Rs.17/- (Rs.15 + Rs.2 ST), (other place up to 200 grams ) from Rs. 39/- to Rs.40/-(Rs.35+ Rs.4 ST). Other rates will change on adding service tax rate.

Government employees to get passport without NOC

No Objection Certificate (NOC) is not now a mandatory requirement for government employees to get a passport.
To streamline and check the undue delay in getting passports to the government employees, the Ministry of External Affairs has relaxed provisions for issue of passport and asked the government employees to attach the copy of prior intimation letter submitted by the government employees to their controlling authority before applied for passport.

The Ministry of External Affairs has recently issued an Office 
Memorandum No.VI/401/01/05/2014 making the ‘Prior 
Intimation Letter’ valid proof like ‘No Objection Certificate 
(NOC)’ to obtain passport for government employees, public 
sector undertakings (PSU) employees and autonomous body 
employees.

Government employees, who applies for passport with ‘Prior Intimation Letter’, they do not need to police verification.

The above provision is applied for getting passport only not for VISA, the government employees are required to obtain ‘No Objection Certificate (NOC)’ from their departments concerned for getting VISA from foreign embassies for travelling abroad as per CCS (Conduct) Rules and the instructions have been issued by the Department of Personnel and Training (DoPT) from time to time.
